Joint Supplier Registration System (JSRS)

The Joint Supplier Registration System (JSRS) is an In-Country Value (ICV) initiative of the Ministry of Energy and Minerals & the Oil & Gas Operating Companies of Oman, connecting suppliers to the procurement opportunities of Oman’s Oil & Gas and Other Industries.

Implemented in 2014 by Business Gateways International, an Omani organization, on behalf of the Ministry of Energy & Minerals and Oman’s Oil & Gas Operating Companies, the JSRS is an online 'single window' supplier registration and certification system for Omani & International suppliers.

The JSRS is hosted on www.businessgateways.com/jsrs

The JSRS Certificate is a mandatory requirement for suppliers, by the Ministry of Energy & Minerals and the Oil & Gas Operating Companies of Oman, to engage with the procurement opportunities of Oman’s Oil & Gas Industry.

JSRS Certification Process

Interested suppliers can apply for the JSRS Certificate by registering, paying the subscription fees, and undergoing the validation process, online.

The JSRS Certification is managed by businessgateways, as per the standards of Oman’s Oil & Gas Industry, through a robust online document validation process. Suppliers based in Oman are also subject to a site visit as part of the validation.

The JSRS Certification Process takes approximately 3-4 weeks provided all documentations are in order. Suppliers who successfully complete the online validation, are issued the JSRS eCertificate online for a defined validity period, and subsequently join the JSRS Certified Suppliers Network (JSRS CSN). The approved suppliers on the JSRS CSN are connected to the Oil & Gas Operating Companies and Main Contractors for their sourcing activities.

The Ministry of Energy & Minerals and Oil & Gas Operating Companies enforce their In-Country Value Contractual Obligations (MSME / LCC Obligations) through the JSRS.

JSRS and Oman’s In-Country Value

The JSRS is a key enabler of Oman’s In-Country Value (ICV), supporting Omani Micro, Small & Medium Enterprises (MSME) and Local Community Contractors (LCC) with equal opportunities and enforcing spend transparency across strategic projects by prioritizing the Oman-First growth strategy. The JSRS CSN consists of thousands of Omani MSMEs in addition to the Large Suppliers who have been classified and Certified as per the Ministry of Energy and Minerals, Oman. The JSRS has also attracted 1000s of suppliers from across 100 countries.
